For each state, the House Sentiment column refers to the average crypto sentiment ratings of incumbent House members, while Candidates Sentiment refers to the average sentiment of all candidates running for the 119th US Congress against the incumbent.

Flip Opportunity refers to House members that are not running for re-election. If an incumbent with an anti-crypto sentiment retires, then there is an opportunity for a pro-crypto candidate to flip that seat, and vice versa.

Therefore, the best chances to successfully introduce politicians with a new agenda are for seats where the incumbent is not up for re-election.
